The Deputy Ministry of Tourism has announced the launch of the tendering process for the award of the development of the Paphos Marina project, through a long-term DBFOT (Design, Build, Finance, Operate, Transfer) concession contract.


In its announcement, the Deputy Ministry of Tourism stated that this developmental initiative marks yet another significant step towards establishing Cyprus as a reference point for nautical tourism, while at the same time strengthening sustainable economic growth and the country’s long-term progress.


It noted that the project is expected to be constructed on state-owned land in the Potima area of Kissonerga, with a total area of approximately 165,000 square meters. The plans provide for the development of a modern, high-standard marina with a capacity of 1,000 recreational vessels, both in port and land-based facilities.


It added that the project, which aims to establish Paphos as a leading destination for maritime and nautical tourism in the Mediterranean region, will include residential and commercial development, with optional provision for hotel infrastructure as well as optional infrastructure to accommodate cruise ships (a pier).


“The project is aligned with a series of strategic goals, such as the development of a high-standard marina capable of accommodating a wide range of recreational vessels, the enhancement of maritime tourism throughout Cyprus, the creation of a unified and safe maritime zone along the sovereign coastline of the Republic of Cyprus, the strengthening of the local economy, and addressing the seasonality of tourism, all while respecting the principles of sustainable development and environmental protection,” the statement underlined.


According to the Deputy Ministry of Tourism, the tender process will be conducted in two distinct, consecutive phases: the Expression of Interest and the Invitation to Tender.
Regarding Phase 1, the Expression of Interest, the Deputy Ministry of Tourism stated that interested and suitable economic operators are invited to express their interest in order to obtain, after evaluation, the right to participate in the next stage of the process.


With regard to Phase 2, the Invitation to Tender, it stated that the selected candidates will be invited to submit detailed proposals, with the ultimate aim of concluding a concession contract concerning the design, construction, financing, operation, and transfer of the project.


The Deputy Ministry of Tourism also noted that, in cooperation with the project’s advisors (the consortium Deloitte Ltd and Triton Consulting Engineers S.A.), it is proceeding with the conduct of the international tendering process in a fair, transparent, and impartial manner, in line with the principles of equal treatment, transparency, and proportionality, as defined by relevant Cypriot and European legislation.


It added that the competition notices will be published in the Official Journal of the European Union (OJEU) and in the Official Gazette of the Republic of Cyprus. All tender documents, including the Call for Expressions of Interest and the subsequent competition documents, are available on the Electronic Public Procurement Platform of the Republic of Cyprus (www.eprocurement.gov.cy), where interested economic operators can register as Suppliers.

According to the Deputy Ministry of Tourism, interested parties are invited to submit their Expression of Interest in accordance with the procedures and timelines described in the official tender documents, which are available on the above-mentioned platforms.
